that when there is something that we cannot resolve at the local level. san francisco is a place that we are very proud of. we got kicked out of our office, just by the landlord and the release. there is a lot of political pressure on us just to keep the political office closed. as most of my staff will tell you, there was really one person who thought it was the perfect idea to stay in san francisco and pay the market rent, and that was me. maybe state bureaucrats did not like that some much, but at least one of them did, and that was me. we are delighted to be in san francisco. it is important for us to be on the ground. we have 25 offices around the state. because of groups like this and how supportive you are and how hard we try to work with our license fees and the public, despite all of the challenges you would expect, san francisco is one of the few places where calls come up to my level. i have all sorts of things that are -- that seem very, very challenging all the time, all over the place. you guys are about the least i hear of, and that is a great thing. i want to thank you fo

also a great kudos has to happen to our partners, both locally, regionally, and the federal government. we could not have done this without the 9-1/2 million dollars of recovery monies that we got through the federal government. we have herb schultz here from the department of human services federal government. they've been really at the forefront with us. certainly dan bernel representing leader pelosi. she has been really a stalwart fighter. when everybody was cutting funds, she preserved that money for us. and, of course, i've got to put out a big, big thanks to president obama because without that recovery money, we wouldn't be here talking about this today. so, thank you, president obama. ) >> it doves "limited live performance locale," and there are five criteria. i guess first of all, when you look at history of why an llp was created, it was a permit that was designed for restaurants and cafes, so that they could easily apply for an entertainment permit that didn't require them to go through the long process of being underwritten and providing security plans and those sorts of things. so when you look at the 518 valencia space, our concern is that we really don't understand what the space is. we have had a whole litany of different requests coming out of the space via the different third parties that have rented the space. one was a record-release party/beer kegger. last week they had a critical mass event, but i'm not really comfortable with this venue space being issued an llp, because we're not comfortable with the lack of security plan and first and foremost, it just does not meet the definition, if you read the definition of what an "llp is," namely patrons or members are admited to a locale, which there is food or beverages for consumption on the premises, including

and the allowing of competition within telecommunications market, where it wasn't just local phone service by pac bell anymore. long distance and local phone service competition was an opt-in type of program. there was dissatisfaction with the amount of penetration that was achieved by competitors when that market was attempted to be opened up. so i think that influenced the thinking of the policymakers at the -- in the assembly and senate oversight committees that oversee electric telecommunications issues, because those are combined committees. back in 2002, when that happened, that is my recollection of the formation and dialogue that was happening at that time. that doesn't preclude us. the opt-out requirements don't preclude us from having a preenrollment phase, a phase that allows us to say, hey, this is the program we are proposing. who wants in. we can certainly do that. we are planning to do that, commissioner, so that as part of our education and notification we are really talking to folks who want to learn more and to participate in the program, as well as talking to folks who really a

of the merits of this particular proposal, one thing i want to bring to city hall is a locally sourced healthy food insurance. santa clara county recently band all vending machines from their county facilities and i think we can lead by example, whether it's city hall, hospitals or our schools we should insist on healthy foods and healthy food choices and teaching our children how to grow their own food and cooking. so i would like to see an increase in community garden and an increase in the city with leadership around this issue. >> mr. everest is this your third or fourth use of the time card? >> i know i am out of these. other public comment sm >> eric brooks representing the green party and local roots organization, our city. i would concur with commissioner vitor and mr. pilpal that we need a plan. we need to see what the 1.4 million is used for. i confess i don't know anything about this company hired but apparently it's been used for a long time. i'm sure they have expertise. i would say this is very important. we have identified areas where people are interested in this. now we need to do marketing and outreach in a very professional way by using a firm that is used to that as its main job. we need to make sure we get hold of customers in those areas, showing them why this is so great, why it is worth it for them to pay a little more to get clean energy. not because it is good for environment but long-term they will get a better economic deal out of this. there are things added at the board of supervisors and were already in the plan for reaching out to customers and proactively giving community choice clean power sf customers access to energy efficiency funds and renewable facility installation
